If someone resets their phone, does that also wipe cards and such beyond recovery?

That will not work for 3.5"

You need an adapter that will provide 12V and 5V power, or use a desktop computer for power and USB adapter just for the data / signal.

Be wary of cheap eBay 12V @ 2Amp & 5V @ 2Amp power supplies as some on a hard drive only rated 1Amp will blow after a very short time.
