I think photographers in general find it harder to photograph really dark skin girls due to lighting issues. Unless the upskirter is mad & is using a flash I think he'll find it hard to get many good pics. Not impossible but that probably explains the lack of real unstaged ebony upskirts.

You are probably right there.. all we can hope for is to find "oops" uppies taken by friends and family where use of a flash is expected. I have seen plenty of public upskirt (mostly sitting, my favorite) displays by black women but of course a camera wold have been noticed right off. HAPPY HUNTING!
