Both women AND men are encouraged to keep themselves clean and trim whatever that you need to trim... armpit hair and pubic hair for both men and women.
This is not required per the Quran, but the Hadith (if I'm not mistaken). There are a lot of Hadith out there that stresses the importance of cleanliness.
There is nothing mentioned in the Qur'an that doesn't permit the practice, and since it is essential for Muslims to be hygienic (as this is part of the Sunnah), I'm assuming it would be encouraged that Muslim women shave their arm pits and pubic hair.
We are enjoined to shave at least once every forty days. Except for eyebrows. We are enjoined to avoid eyebrows.

I am definitely pro-bush due to entering my teenage years in mid-late 80s. All porno mags had models with natural bushes and this was completely normal. Sure, sometimes you would be stunned by a woman who had a massive black bush up and down their ass crack and a trail up their stomach but usually it was just a standard full muff. My first love was Playmate Marianne Gravatte. She was stunningly beautiful with Barbie doll looks and proportions but I remember flipping the page and there was a picture of her perfect female body,robe open, white tan-lined tits and this giant black muff that popped off her nether regions. It was iconic image of beauty for me. When I was in college in the mid-90s, I slept with tons of girls and every one had a full bush. It was always interesting pulling off those panties - blonde, red, brown, black. Some with sparser hair, some with huge, curly forests. Certainly, Playboy had changed already and models had landing strips mostly, but Kelly Gallagher was very hairy so it was not abnormal to have pubic hair around 1995. Waxing/trimming had not caught on within general female population yet. Turning point was very clear, around 2000 and due to Sex and the City. That was a cultural phenomenon for women and most girls started waxing it all off. Culturally, I think dark haired women of Italian, Greek, German, Spanish, Middle Eastern dissent were already struggling with eye-brows, facial and arm hair so it was easy to add pubes to the beauty routine. Asian women are not naturally hairy on their face, legs or arms so less hair removal routines. I also understand that Japanese women believe pubic hair removal is only for prostitutes and generally proud of their natural bush. They are not beholden to Western beauty rituals, from looks of it. Quite amazing bodies those Japanese ladies, mostly thin with no fat, tight asses (though often flat), small to medium tits. Really nicely proportioned. Only hair on their body is usually hairy, jet black muff with no curls whatsoever.
