I believe that the Japanese schoolgirls were asked to go up on the roof for some magazine photo shoots. They were told that only their faces and upper bodies would be shot, and so they made pretty movements with their hands around their faces. Meanwhile their skirts and dresses blew up high in the strong wind and they had no idea of the fixed, hidden video cameras that were there, infront and behind them.
