Editing help

Does anyone know how to use either Windows Movie Maker or Pinnacle to cut off part of a video (e.g. the top 20%) or shrink the image. I have a number of interesting tapes that I would post if I can get the faces out of them. Many are of friends and relatives and I'm not willing to take the chance that they can be identified.
