It is indeed the infamous Duisburg Loveparade of 2010 where 21 died and hundreds were injured in a crush of bodies at the entrance to the main parade area.

The photos appear to have been taken an hour or so before and about 1.5 km from the site of the tragedy, on the street where Techno DJ Jens Mueller had set up his musictruck.
