The "capital of Hedonism" today has no political power to back it up. The Hedonism thing went with free love and the Hollywood subculture of the 60's and 70's. The media made a big deal of it at the time and spread the idea around the country. Maybe it was a way to attract newcomers and make some money, I don't know. But today, it seems hedonism there survives only if it can be made to be commercially profitable (porn industry). Otherwise, California's bureaucrats and politicians are among the most dedicated and overzealous in the world, and that has often spelled trouble for public nudity today.

I'd go back to Black's if the huge crowds ever returned. There seems to be some disagreement as to whether it is a "good" beach or a "bad" beach today. More reports would be good.

The demise of nude beaches down there somehow I link with New York City's inability to host a decent WNBR. in both cases, you have cities controlled by the mega-wealthy, and along with that comes a tendency for those making decisions to see disorderly conduct everywhere they look. Its a type of paranoia, I guess.

But I'd like California to be the capital of Hedonism. The Riviera and Florida also attract the mega wealthy, but those regions are much more tolerant of nude beaches. With Florida, it may be european tourist dollars they are after. Southern California is a different culture though and more intent on preserving family values.
