It's a toss up right now between writing.com (lots of random users will contribute, but a bad interface and becoming less and less user friendly for free users) and chyoa.com (fewer users, but the same group of about 15-20 users can contribute and it has a way to receive feedback and communicate with each other about the direction of a story thread or whatnot). I chose the freedom and convenience of chyoa.com instead of the larger user base (though I think that may be dwindling because of the poor support for free users) of writing.com
