First is from konosuba season 1 episode 3, it was edited to make her naked though. Originally she's wearing shorts and a top and her panties were stolen.
Second is from fairy tail, I think their latest OVA "Fairies' Christmas" in 2016. It was also edited to make her naked. Originally she's wearing a shirt and pulling it down to cover herself after just throwing her panties out the window from the game they're all playing.
