Yes; the place is Seattle, the event is the Fremont Solstice Parade (or, to be strictly accurate, the paint-up and preparation that precedes the naked bike ride that in turn precedes, but is not technically nor officially part of, the actual parade). Your examples were from 2010.

Actually, none of the WNBRs; as above, it and the rest of that post were the Fremont Solstice Parade.
