I would think any imaging app that supports GIFs would be able to do it but I can't name any. I'm a Photoshop noob myself.

My pleasure with the GIF'S. Thanks for letting add to your thread! I've been making quite a few lately so I'll try to keep adding them here as well as tumblr.

add as many as you like. The gif making software I use doesn't have the rotating option, or at least I haven't been able to find it.

I can't rotate the images either. I can change size and frame rate though.
