If you spend time in the Subway when the Bridge and Tunnel Crowd is in town...

Of course, I guess the question then becomes if the skirt is too short, or if the girl in question simply should not be wearing it. Which further suggests that they should not make said skirt in said size. Therefore the skirt is too short.
